CHL & Purchase Permit Course
The online Concealed Handgun Safety and Purchase Permit Online Course training program, offered by the Oregon State Sheriffs' Association, promotes gun safety while supporting sheriff’s offices. OSSA and Oregon sheriffs believe in, and take an oath to uphold, the Constitutions of the State of Oregon and the United States of America. This includes supporting your statutory right to apply for a concealed handgun license. We believe that your sheriff, as your elected chief law enforcement officer of the county, is the best suited for this training. Furthermore, sheriffs support the constitutional right of all law abiding citizens to bear arms as long as it is done so in a safe and responsible manner.
Measure 114
Oregon law (Measure 114) requires proof of completion of a firearms training course or class that covers three required subjects in addition to an in-person demonstration of the ability to load, unload, fire and store a firearm. Completion of this training satisfies the three required training requirements from Measure 114. In addition to this course, in order to obtain a permit to purchase a firearm, you must also obtain a separate certificate that you have completed an in-person demonstration as required by Measure 114.

Completion of this training satisfies the Oregon educational requirement for handgun safety training to obtain your concealed handgun license. In ORS 166.291, you will find the complete criteria you must meet to obtain your concealed handgun license. After you complete the course and obtain your certificate, you must apply for a CHL License with the county in which you reside.
